This report should be read by the Global Command and Control System (GCCS) requirements developers, program implementers, functional proponents, and readiness users who rely on them. The report discusses the development and fielding of a GCCS candidate solution for the readiness functional area. This is the second in a series of reports the Inspector General of the Department of Defense is issuing on the policies and procedures that govern the GCCS. The GCCS is the DoD joint command and control system designed to provide the military leadership with tools to plan and execute worldwide joint military operations.
